James W. Haines, Sr. Deputy Chief Email Deputy Chief James W. Haines, Sr., was appointed to the position of Deputy Chief on June 25, 2008, by a unanimous vote of the Board of Fire Commissioners. Chief Haines is the highest ranking volunteer in the Winslow Township Fire Department. Prior to his promotion, he served as Battalion Chief.	Deputy Chief James W. Haines, Sr.
